Permissions problems.

Hi,
I'm having a strange problem (related to permissions) in only one of a
number of modules running in the same cvsroot.
When ever a file gets committed then the permissions on that particular file
gets set to -r--r--r--
The output of ls -l in that directory is :-
        -r--r--r--   1 abc   staff       3290 Jul 25 03:54 

Before committing the file, the permissions on the file were set to 755. 
This is happening only in some files. 
All the users are using WinCVS clients.

What is causing this type of behavior?
