What I would do is:
1. EXPORT the original sources (cvs export -rv1_13)
2. Apply the patch.
3. Import the modified version with vendor GNU and version v1_13_patched.
4. Merge the changes to the trunk:
cvs co -jv1_13 -jv1_13_patched
cvs commit
