Wild guess: Maybe CVS thinks that those particular files are
CVS-managed. It might be a problem with the sandbox on the
remote machine, not with client/server operation per se. Try:
- checking whether include/config/CVS has its own CVS
subdirectory, i.e. whether there's a directory
include/config/CVS/CVS [sic], whose Entries file contains
entries for Root, Repository, and Entries
- checking out a fresh sandbox -- still client/server, on the
same remote machine -- and seeing whether the new sandbox has
the problem too
