Most versions of inetd don't support that syntax -- they would interpret
that as a request to run inetd using "restart" as the configuration file
rather than /etc/inetd.conf. Check the man page for inetd -- you may
have to send it a SIGHUP instead.
And I say again -- check your syslog for messages from inetd and/or CVS.
