Little help with cvs watch please.

I've been trying to get a watch working with cvs, I've looked at the notify
and users files and they both look correct.  Also that machine is sending
emails with a cron job so I know it can send mail.  Yet when I add a watch
to a file, then commit the next version it still doesn't send me an email.
The server is a x86 linux box and I'm not sure if the version of cvs on the
box came with the linux install or came from cvshome.org  Any thoughts or
ideas on my problems would be greatly appreciated.
