If inetd sees too many requests for a single service in a short
time, it interprets that as either a buggy, out-of-control client
or a denial-of-service attack ("looping" and "being flooded",
respectively, in the log message).  It protects itself and the
system by cutting off that service for a while (i.e. deciding not
to honour requests for it).

Sometimes, as in this case, all those requests are legitimate,
but inetd can't know that.

With some inetd's (perhaps all?), you can configure the threshold
at which it cuts off service.  See its man page for details.
