Not with the standard 1.10, it doesn't.  -t/-f wrappers were disabled in
CVS 1.9.28 after a serious bug was found in the code that could cause
loss of data.  See <http://www.cvshome.org/docs/infowrapper.html> for
more information.  As someone else said, they never worked right in
client/server mode and so far no one has been motivated enough to fix
them.
