-chroot patch for CVS ?

  I've patched CVS 1.10.8 so that it supports a new command line option:
        cvs --chroot /some/chroot/root/
  The patch is attached to this email. I hereby grant permission to everyone

However, nowhere could I find this patch. Is it still relevant, and if so,
where could I find this ?  If not, I'd be interested in other mechanisms to
secure pserver access.
