How do I prevent checkins on a specific branch and/or tip

Not sure if this is the correct place to post this but...

I was wondering is there anyway to prevent a checkin on a specific branch
and/or the tip of a repository?

We have a system where we have a baseline branch and want everyone's
components to branch off of this branch.  So we don't want any changes to
happen to this baseline branch or to the main trunk.

Is there anyway to accomplish this on the server side?  I've looked at the
CVSROOT/*info files and didn't really see anything which gets the branch
name.
