My problem is that the modules file is currently empty, so cvs co -c doesn't
work! I guess now is the time to add to the modules file...

Note that with  cvs checkout -c  it is basically spitting out the modules file,
as opposed to ls'ing the repository directory, so if you have some "implicit"
modules they won't be listed...
