I don't know where you get those ideas, but they are very fundamentally
wrong.

All programmers are tool smiths -- whether they buid tools for
themselves or not.

However every programmer should not only know how to build tools for
themselves, but they should do it regularly as part of their 9-5
programming job.

Software tools are not magic things.  Everyone builds and uses tools --
we are (I think) all humans here.

Now programmers who build programming tools explicitly for other
programmers to use might be a bit "rabid" as you say -- it does take a
certain outlook, agility, and most importantly a thick skin too!

That's so totally wrong I don't even know where to begin!  ;-)
