RFC: CVSUMASK in CVSROOT/config file

I've added the ability to specify in the CVSROOT/config
file a apropriate umask that cvs will default to.  
This basically allows the repository admins to
enforce file and directory permissions without having
to resort to making all users set the CVSUMASK env
variable.

Is this feature usefull/wanted?
