It is the top level dir and we will be moving everyone over to the new
working directory name.  The build procedures are already checked out and
will not need modification.

If it's just the top-level directory name that's certainly the easiest
thing to do.

You should first declare a "flag day" and make sure everyone cleans up
all their working directories (eg. with "cvs release -d") because the
easiest way to use the new name is to check everything out again fresh.

You'll also have to be extremely careful that any old procedures for
building old releases that might have used the old module name are also
updated.....
