When CVS (or the machine running it) crashes in the middle of an
operation, it can leave stray lock files in the repository -- that's
what you're seeing. You need to look in that directory for files that
start with "#cvs.rfl" or "#cvs.wfl", check to be sure that they belong
to your defunct tag process and not to someone else running CVS, and
then delete them (using normal OS commands, not CVS commands).
