CVS Checkout

Is there anyway to configure the cvs server to restrict users checking out 
other modules in the repository after they have been authenticated. 
currently I am running pserver and have users using the repository all 
coming in as the one user. I dont want to user kerberos or any other 
programs like that, is there any way that I can do this using cvswrappers or 
something?
