cvs admin -l and moving attic files to another directory

Hi
When I run cvs admin -l in my working directory in
order to lock the whole repository,I am getting the
following message

cvs admin: Administrating CVSROOT
Segmentation fault (core dumped)

It has put cvs.core in CVSROOT in working directory
only.
Can anyone tell what this means?I see that cvs has
created  #cvs.lock directory in each directory and
also a #cvs.wfl.spirit.mni.com.xxxxx files with it in
the repository.So the repository is now locked.
I am in the process of renaming some directories and
files so I want to lock the repository.
Also I want to move all the attic files to another
tree within the repository,in the same path as they
were before.What is the best way to do this without
losing history ofcourse?We have hunderds of files in
attic and they want it cleaned up but we may need them
sometime in the future.
