As a work-around, you can delete the regenerated files (you can use
``cvs -n update'' to find out what ones they are) and then update to get
pristene copies from the repository (or you can just use update -C if
your current version of CVS is new enough to have it) and try again.
You may have to do that a couple of times until you get all the
timestamps in the right order, but you should eventually wind up with a
set of files that make is happy with and doesn't try to regenerate.
