cvs server not translating line endings correctly

We've just noticed that DOS line endings are finding their way into our
CVS repository (or maybe I don't fully understand how things are
supposed to work). Here is our configuration:
Client:
NT 4.0
cygwin/cvs 1.11
winCvs 1.2
The problem seems independent of whether we use cvs that comes with
cygwin or WinCVS.
Server:
HPUX 11
cvs 1.1
using pserver
When I look at a comma-v file, if the file had dos line endings in it
when I checked it in, ^M's appear at the end of each source file. My
understanding is that these should be removed when checked into the
repository.
