Yes it does.
You can override that only with the -d global parameter.

In WinCVS 1.2(maybe in earlier releases too I don't know) the .cvsrc
file is supported.
So you had to put in your $HOME directory a file .cvsrc
And write in it:

cvs -d :pserver:address@hidden:/path/to/repository

When you are at work simply rename the file.
