It's hard to say at this point.

That's because your CVSROOT specification (/cvsadmin/mbtvrep) is
specifying a *local* repository that doesn't exist instead of a remote
repository.  It should be something like :server:host:/cvsadmin/mbtvrep
instead -- check $CVSROOT to see exactly what you're supposed to be
using.

> C:\cvs>cvs co Mbtv/src
> Permission denied

This *is* using the remote server.  Upgrading it to CVS 1.11 will tell
you *what* permission is being denied for.
