It means that there's a dangling directory-level lock sitting in the
repository.  To fix it, you must first make sure that the session that
created it has been terminated.  Then you must go to the
/usr/repository/www/cgi-bin/perl directory in your repository and remove
the lock file or directory.

I got a problem that could now commit, update to a file under cvs, every
time I want to modify and commit a file it have the following message:

cvs server: [10:27:39] waiting for david's lock in
/usr/repository/www/cgi-bin/perl

How to fix that problem?
