Locking doesn't really seem to be used much nor supported fully. You
might look into the 'cvs watch' command and maybe Noel Yap's 'cvs watch
-c' patches if you're really a stickler. Don't forget you can always
back out unwanted changes (except deleted revisions, but you can
restrict the admin command and keep backups to get around that) and that
UNIX permissions apply equally well to CVS archive files as they do to
other files.
