No - at least not by default.  The log messages are saved as part of the RCS
information for each file.  If you want to have the log messages saved
somewhere else, you have to write a script to do that for you.  Although I
have never used them myself (I wrote some of my own), there are some helper
scripts in the contrib directory (part of the CVS source distribution) you
may be able to use.  In my case, I have each log message written to a log
file, including username, date, time, etc.  See the "loginfo" file in the
CVSROOT for a simple example.  However, I personally would recommend writing
your log file to the somewhere other than the CVSROOT directory as the
loginfo example shows.
