A revision tag is expanded, but a branch tag is not.

According to the info:
>`$Name$'
>     Tag name used to check out this file.  The keyword is expanded
>     only if one checks out with an explicit tag name.  For example,

>     `Name: first'.

"an explicit tag name" means a revision tag.
