Don't know exactly.  The '?'s in the 'RW' directory usually means that
the listed items aren't being tracked by CVS.  Maybe you checked out the
subdirs and RW separately or caused such a thing to happen in the modules
file?

I think something like the following modules definition might do such a
thing:

    RW    &org &hla &EDU

Try something more like:

    RW    . !net !com

Or if that is completely off read the modules section of the Cederqvist
more thoroughly.
