Which output format are you generating?

It is possible to customize translations for HTML, but it should not be
needed.

The strings also needs to be copied to tp/LocaleData subdirectories, which
should be achieved by calling make, I think.

It could be that the .gmo files are still found somewhere else in the
system and not in the source directory.
