[help-texinfo] emacs manuals built without indexes

I'm having a problem (relatively recent) with the emacs distribution manuals.
They all build find, except that the indexes are empty and come with the single
line: "(Index is nonexistent)".
I'd like to know how to investigate that. Thank you in advance for any hint.
