There are some remnants of attempts at doing it, though. For example, on
my box (some pretty vanilla-ish Debian GNU/Linux) there are a few files
like:

  /usr/share/texmf/tex/texinfo/txi-ru.tex

with translations of the standard Texinfo "vocabulary" (things like
"Appendix", "Chapter", "page", etc.) in them. The one specific example
above seems to be KOI8-R encoded (an one-byte encoding).

So there seems to be a (possibly forgotten) path through old
texi2{dvi,pdf} land? Of course this would be still limited to pairs of
languages which fit into both halves of 8-bit encoding -- so at least no
CJK, or no Cyrillic plus German...
