[help-texinfo] Build Problem - Likely Due To Unavailable Wide Character Support

Hello People
I am trying to post the package to Stratus VOS platform. However I am facing
this build problem. Can anyone suggest some workaround? Am I right in
thinking that its Likely Due To Unavailablity Of Wide Character Support.
