[help-texinfo] two blank lines instead of one

The attached texi file produces the attached info file
with command "makeinfo foo.texi", using:

$ makeinfo --version
makeinfo (GNU texinfo) 4.11.94

In the info file, there are no blank lines between "b0" and "v0".
However, between "b1" and "v1" there are two blank lines, where i
would have expected to see only one.

Is there any way to get only one blank line between "b1" and "v1"?
