1) Please try the latest ftp://tug.org/tex/texinfo.tex.  I've fixed a
   couple things related to this, although I never got the same error
   you did.

2) You could simplify your input file by simply using
@,c
   in the text (as you do with other accents), instead of the separate
   @value.
