I use the following, which is really very close...

@c @href(URL, TITLE)
@c -----------------
@c A replacement for @uref that puts the URL in the footnotes when
@c not in HTML.
@macro href{url, title}
@uref{\url\, \title\}

@end ifhtml
@macro href{url, title}
address@hidden, @url{\url\}.}
@end macro
@end ifnothtml

I guess that by the time Texinfo has some form of BibTeX, url would
move into some urlography.
