Thanks for your reply.
The macros inside macros thing was a red herring.
It turns out I had placed my TeXInfo macros immediately
adjacent to my TeX \gdefs at the top of the file.
So the TeXInfo macros preceded the @setfilename
header stuff for Info.
Moving them to after the Info headers solves the problem.
