    i have two problems, both with the TeX output.

Could you please send your actual document, with the actual images?
These questions are hard to answer without seeing the text.

    1) i need to put a footnote within a multitable.  In TeX,
    the superscript number appears but the body of the footnote
    is missing from the bottom of the page.  Is there a work-around?

My guess here is that the footnote is not "migrating" to the so-called
main vertical list, i.e., it never gets typeset.  If that's so, I can't
think how to work around it.  Perhaps the only fix is not to use
@footnote, but instead to typeset the footnote number and the footnote
text just as regular text.  Or, don't use a footnote there :).

    2) i have lots of @multitable's with text in one column and an
    image in the second column.  This works great in HTML, but
    i can't figure out how to make the TeX match the HTML appearance.

How about if you put the @vskip both above and below the image?
