I see the problem, it's in this part:

    @c Index an Autoconf macro.
    @macro acindex{macro}
    @msindex \macro\, AC_\macro\
    @end macro

It sounds like the @macro implementation in texinfo.tex cannot cope
with an indexing command inside a macro.  Karl, is that true?

A work-around is to use the -e switch to texi2dvi, or (better) run
"makeinfo -E" on gnuprog2.texi, then run texi2dvi on the result.
