[Help-source-highlight] Version 3.1.9 Released

Hi.  I'm pleased to announce the release of GNU Source Highlight 3.1.9.

This release is primarily a bug-fix release, though a few new languages
have been added, notably Rust.

Here is the NEWS entry:

Version 3.1.9

   * changed esc.style to work better with dark theme terminals
   * updated C and C++ to more recent standards
   * fixed zsh.lang
   * added new Python keywords
   * added Rust
   * added ixpe
   * added vim
