Looks like you're using the GNU version of RCS.

All binary files under RCS will need to be initialized as binary with the
following command:

rcs -kb form.fmb  # see the man page co(1) and rcs(1)

You must have the GNU diffutils package installed to get binary support
under RCS, see: <http://www.gnu.org/software/diffutils/>

A web software application called Twiki uses RCS on the back-end and keeps
good notes on installing RCS on different platforms.
