Windows install - cannot intsall/update image package

I thought image was one of the packages that had no problem installing
on a windows machine, but running a pkg update or separately trying to
'pkg install -forge image'  produces the following error:

configure: error: in `/tmp/oct-RIUqKL/image-2.10.0/src':
configure: error: cannot run C++ compiled programs.
If you meant to cross compile, use `--host'.
