Excuse me for frequently posting 

I noticed that gendef.exe is included MinGW w64 GCC package.

Some packages exist I show the link one of them (32 bit version).

i686-6.3.0-release-win32-dwarf-rt_v5-rev1.7z

On explorer doubly click 7z file (you need 7zip FM is installed [1]), goto 
mingw32 -> bin folder.
You will find gendef.exe.
Drag and drop gendef.exe to an appropriate folder in explorer.

gendef.exe is standalone program and does not depend on any dll files.
