no error is returned if the setenv command is ommited (but cairo graphics are not available)

For these tests .octaverc has been renamed,

    G N U P L O T
    Version 5.0 patchlevel 3    last modified 2016-02-21

GNU Octave, version 4.0.0        ubuntu 16.04

Unknown or ambiguous terminal name 'qt'

But if I do :

Unknown or ambiguous terminal name 'qt'
>> plot([0 1],[0 1]);
>>


The "Unknown ...." message only shows up once.
The line is properly drawn each time.
