Today I cannot use win 8 PC so that I can tell you more concrete information.
But the other try is to change octave-gui.bat as:
(If you install octave to C:\octave\octave-3.8.1\)

set PATH=%CD%\bin\

V
set PATH=C:\octave\octave-3.8.1\bin\
