This is where you want to link in the additional C file, so either
mkoctfile load_hdf.cc read_hdf_sd.c
or
mkoctfile load_hdf.cc read_hdf_sd.o
should work. The oct-file will still be load_hdf.oct but it will consist
of both source files linked together.
