Install LIBSVM 3.17 - Octave 3.6.4 (gcc4.6.2) [Win 8 pro 64 bit)

I want to use Octave to experiment with SVM (Support Vector Machines). I 
downloaded LIBSVM (windows version).

I read all readme files. However, I wonder how to proceed with the 
installation:

1. In which directories should I put the files?
2. Is there a way to easily test if everything works as expected (some 
kind of unit test steps) (apart from executing the LIBSVM provided 
examples)?

Any suggestion is appreciated.
