I have confirmed WOctave works on Octave-3.6.4 (MSVC).

After extract contents of zip file, run the Woctave,
1.select menu Edit->Preferences 
2. set  the octave Path (e.g. C:\Software\Octave-3.6.4\bin)
3. Quit WOctave and restart
