if you put:
deb-src (some url)

That's not a valid line, it requires something AFTER the URL.
Copy any deb line and just change the initial deb into deb-src.

Linux mint doesn't provide any deb-srcs so build-dep doesn't work in
any form.

You're saying those words are meaningless, I could copy and one of those lines and change deb to deb-src?
I doubt that, hence this thread.
