Mere aggregation doesn't trigger GPL's copyleft. You can distribute
gcc in a package and add whatever other junk you want on top of it.

Additionally, I suspect Apple isn't even distributing gcc, but
llvm-gcc, which is an llvm front-end to gcc, distributed under GPLv2.
Apple won't touch GPLv3 because they want to be able to sue you for
patent violations and they want to be able to lock down the devices
you buy from them, which are things GPLv3 won't let them do.
