The main fix is to abandon installation into "default" locations while
developing - such practices by definition hide this kind of bugs.
I suggest to use this phrase in the very beginning of Octave developers best
practices guide.
By the way, 'arpack-ng_3.1.0' is a really odd name. Typical naming convention
is <basename>-<major_ver>.<minor_ver>.<micro_ver> , so the the library should
rather be called arpackng-3.1.0 or arpack_ng-3.1.0.
To stick to well established naming conventions would me my suggestion of the
second line in Octave developers best practices guide.
