Re: how to instal, or upgrade, the latest octave version on windows 7

I think that Nitzan Arazi is the most proper person to write the Readme because 
he made the packages.  When uploading the binary to Octave-forge site, please 
ask that Nitzan correct the missing libreadline.dll.a.
