No. That is an archive (like a zip) that contains source code. Unless
you have done some programming, you will want to steer clear of it.

download setup.exe.

choose a root directory of c:\cygwin
(maybe put the cygwin version in the folder name too)

choose somewhere to put the installation files, i use
C:\cygwin\installation_files

You may have to choose a server at some point here. I am in the UK and
I use one hosted at a German uni.

in the search box type "octave", then expand the "math" category. In
the "new" colum for the octave row, click to cycle through the
options. I can't quite remember what it says for a fresh install (i
already have it).

It will automagically select octave's dependencies for installation too.

click next, it will download and install octave that has been compiled
by someone cleverer than me.

I may have skipped/mangled some steps, apologies in advance. Also, I
think getting the plots to work with cygwin X is something I have
found fiddly in the past. Search the archive of this list for tips.
