Please ask Benjamin. He is an official maintainer of windows binary.
I am a mere build test for windows build.
The below is mere my guess
The mingw-64 toolchain can be used both 32 and 64 bit build if tool chain is
set properly.
Benjamin perhaps will release 32 and 64 bit version.
